[ic] Template File

Ok, I'm trying to change the HTML in the Template files, and I can not see
any of my changes to the template file.  Is there thing special that I need
to do to get IC to recognize that I have changed the template file?  

I have tried going into the admin section and applying changes, but that
didn't work.  Any idea what I may be doing wrong.
