Wow... thanks to Duncan Grant & Tom!
I'd seen the theme.cfg file but never really looked in it but now I
understand how its done... thanks to you guys.

Sure thing. The "style sheet" really isn't one; it gets parsed as an
inline style. To register the changes you make, you have to either
restart ic or "apply changes" from the gui.
