[ic] Small query on SalesTax...

After going through tht AdminUI it looks that to apply Sales Tax to the
total price, we need to add TaxRate to all the states, otherwise it does not
reflect in the checkout.html page.  Practically I dont think its possible to
add taxes to all the States/Provinces for all countries.

Here my requirement is that I want to apply a fixed rate of Tax to all the
countries. So can any one pl. help on this point.
