Selects from the predefined rotating banner messages, and is stripped if
none exist. The optional ceiling sets the highest number that will be selected -- likewise floor sets the lowest. The default is to sequence through all defined rotating
banners. Each user has a separate rotation pattern, and each floor/ceiling
combination has a separate rotation value.
