+ Went back into the admin site, still can't use the nice "checkbox" interface,
+ but went to preferences->tax and taxshipping was set to "1". Looked through the
+ site docs and saw this was not the syntax the docs said, and changed it to NC,
+ NY, UT and it now taxes shipping correctly.
