TAXSHIPING directive is ignored when using TAXFIELD multi. To enable tax on shipping, i found you have to add  mv_shipping=5% to the tax field in your state table for the states you wish to tax. e.g.

0002   US        NV      Nevada    default = 5.5%, mv_shipping=5.5%
