Log Message:
Add "newcat" program.

	* Requires patched newt (available from Mike until in CVS)

	* Requires patched Newt.pm (CVS)

	* Very experimental, but apparently builds catalogs pretty much
	  as the old one did. NOT TESTED AS ROOT. DO NOT RUN THIS AS ROOT
	  UNLESS YOU ARE ON A MACHINE THAT IS NOT CRITICAL AND THAT CAN
	  LOSE ITS ENTIRE FILESYSTEM.

	* Reads existing catalog templates.....but works best with new
	  catalog template definitions.

	* Works transparently (well, perhaps a bit smudged) with
	  Newt and without Newt.

	* Doesn't yet save parameters to set defaults.

	* Probably will not run with -F flag.

This program is very, very early in development and may change
at any point.

	* Patched Config.pm to add RunDir as a command line option.

	* Util.pm now doesn't fail if logGlobal called when not an
	  interchange daemon.

	* Can call errmsg() as l().

MakeCat.pm:

	* Extensive, extensive changes. Still appears to run with the
	  old makecat program but I certainly won't guarantee it will.
