AFAICT yes. IMHO the documentation is wrong, so I fixed it.
Thanks for finding this inconsistency, Jojo !!

BTW: The I18n section of the IC documentation is quite a bit
outdated and a little bit polishing wouldn't hurt either.
Any volunteers ?

Hello All,

I made the Hebrew (and other low characters language) diffs for V4.8.5.

The changes in those files are regarding to HTML encode/decode that prevent
showing low characters language in the admin UI.

It will be great if the encoding/decoding of low character languages will be
solved.
