[ic] Interchange + PostgreSQL Install

OK.  So I found out that I have a permissions problem (I was trying to mix
interchange user ownership and ds user ownership).  Now the catalog and
everything else is owned by the interchange user and that is helping (I can
at least get into the admin module).  But the /cgi-bin/ds5/index.html link
dies with a ...
