[ic] search error: Limit subroutine creation

Hello fellows,

I have not seen this documented in the mail archives, I have two systems
that I am working on, one works ok that is running IC4.6 and MySQL and
the other is running IC4.6 and Postgres 7.1.  Both systems are using
the construct catalog and are using the Authorize.net interface (v3.0)
that can be found at:

Both are giving me the message:

The system running MySQL completes purchases (Authorize.net in test mode)
and also reports problems with bad card numbers as it should.  

The one running the Postgres database and the construct catalog
will complain about bad card data (message from Authorize.net's machine)
but when a valid test number is used the process.html page 
says:
There were errors in your last submission
They are shown in RED below

With nothing highlighted in red.  The logs show no errors (other than that
reported above in the catalog error files).  Running debug shows nothing
but that the routine was started.  The Interchange error log does not 
show any problems.  

Any ideas?  Suggestions on debugging?
