[ic] undefined catalog

For the record the catalog is defined in
/usr/lib/interchange/interchange.cfg permissions are good and all that
stuff. I searched the archives and found a message from Mike concerning
4.03 doing this but the fix listed did not fix it in this case. I do
have a /etc/interchange.cfg file and the catalog is defined there as
well. This was done by IC. I have commented out in each and tried with
just one and same results. It is running off the out of the box gdbm
files which it generated on server start so looks like IC knows it's
there.
