[ic] Errors starting Interchange 4.6.0

You have another copy of Interchange still running and bound to the TCP socket.
Stop all well-behaved copies of Interchange with the interchange --stop, do a
ps aux | grep interchange and note the PID's of the interchange processes
Now do a kill -KILL of each of those PID's
Then interchange -r and if you got all the bad guys then the server will be 
able to open the TCP socket and the UNIX socket.
