I believe that is the main reason.  All the catalog files are interpreted by
the deamon therefore there is no reason to give the user the ability to view
the files directly.  The security issue is definitely there, especially if
the person was able to download the userdb or any of the transaction logs,
by putting the files outside of the HTML space this risk is reduced.  Take
it easy!
