[ic] UPS Shipping - how to add a percentage?

Mike,

Now I go that much figured out on the shipping? what is the 'at_least'=> "5"
represent?

Second, I have never gotten interchange to do this for each item in the
shop. I have a store that one item is in a single box. How would I make it
stop doing a total on all items in the order and make it do on a per item
basis?
