I still have not got the hang of the new documentation structure, To me
http://developer.akopia.com/cgi-bin/ic/dev/ictemplates_9.html is _really_
the tag reference for the [if] tag.. and yet it is under the templates
section. The way I tend to work is to look up a tag and it would be handy
for a list with links to each detail to all be in one place.

Is the documentation now for 4.7.x? I see a tagref for [soap]:
