Also note that if you are using an SQL database, the files wont be reloaded
as long as the ".sql" files are in your products directory as they tell IC
that those tables are loaded already and that it should not load them back.

I believe this is because one might have thousands of records in SQL
databases and it can take a while to reload the data each time you restart.

Besides, SQL databases are designed to hold data...some people prefer to
rely on them instead of files...
