Yes, I agree with you that it is not the right solution - usually.
I gave him that solution in the hopes that it would be more difficult
for him to follow and would perhaps dissuade him from doing it.
I replied because I didn't want him to not getting any response to his
query.
I made it difficult because IMHO what he wants to do is rather rude.

There is a big difference between HTML and Perl. HTML has got to about
the simplest programming language that I know of, and Perl is on the
opposite end.
I think that the target needs to be people that want to run an
e-commerce store.
Neither HTML nor Perl should be a requirement, since IC uses (mostly)
it's own language.
