[ic] understanding shipping->custom

The custom shipping screne is totally self explanitory. If can't do what you
want... Becuase is it based on cart totals... Either total number of items,
total weight, or order sub-total... Also it assigns shipping methods to
counties...

However you could define the weight of each item to be either 2 or 5...

Then define the shipping to be based on weight...

Then for the shipping definition use the total weight x 1 to = the shipping your
cost.
