I got this when IC was not installed properly.  It may be nothing more IC 
saying, I am broken somehow...

I didn't use CGIWRAP or SUEXEC, but I did get this message once.  I 
believe the startup couldn't access the directory into which it was trying 
to install.

1) If you chose the "M" multiuser option, make sure that interch (or 
whatever user is running IC is added to the user login in the /etc/group 
file.
and
2) Check the directory path up to the install folder.  I had a directory 
in their that was 700, and the implied group privleges (from 1 above) 
couldn't search past that directory.
