Userdb.txt is just a source file for the initial build of the userdb table - 
the actual data to be used by Interchange will be in a binary file (userdb.gdbm 
is most common) or in an SQL database, depending upon how you configured your 
catalog. So if an account is successfully flagged as a dealer, you will not see 
that change in userdb.txt unless you export the userdb table (using the tools 
in the admin area) after the fact.  I'm guessing that this is what is tripping 
you up?  Otherswise it appears that you are doing what you need to.
