Been a long time since I looked at the foundation demo, but I think
it was set to use www lookups for UPS stuff. That would explain
why it works when you have internet access. You'll need to change
those methods to the local UPS style lookups and configure 
the zone and rate database(s) for your location.

This is covered pretty well in the docs on shipping and I believe
there is are demo files included. At least there used to be.
