Yep, in shipping.asc there is a [ups-query]  which is a
user-defined tag that uses the Business::UPS module.  I guess that is
what calls up ups and figures out the shipping.  Probably that could
be changed to a local file for lookup.   This is hinted at in the
Interchange Databases doc.  In Foundation Store section 5.26, the
shipping.asc is blank.
