Can I ask why?  I can guess that the answer might be for development
purposes (meaning you're a window's user, but want to develop and test
locally with IC).  I can't imagine you would try and run a production
server off of a cygwin environment.  What's the point?  Why not just
run Linux/*BSD?  What does Win32+cygwin buy you for a production
machine?
