[ic] Possible <textarea> bug in admin UI 4.7.7

Actually, I got two issues mixed up in one.  The Admin UI (textarea) ?bug? 
in the Page Editor, For which, I will probably use the UserTag solution 
proposed, as a workaround


and problem 2 -- The tables not showing in the Admin UI 
(Administration->Info, Administration->Tables).  There are no errors being 
reported for the missing tables.

I have now updated to 4.8.0 (4.7.8?) from CVS this morning.  Still the same 
problems.
