[ic] Secure server problem

We foud that when it happened it was due to the cron job not being
successful.  It doesn't take much for IC to shut itself down for an error.
just restart it.  Whatwe also did was added a cron job that after something
is set to run, it restarts IC automatically every couple of hours just to
make sure it is up and running.
