[ic] Tutorial problem with Interchange 4.8.3

I've got a problem with the tutorial for Interchange 4.8.3. I've got to
the point where I've set up the Welcome page, and I've tried to access
the site, using the URL http://<host>/~kevin/cgi-bin/tutorial.cgi. I get
a server error message:

Premature end of script headers: /home/kevin/public_html/cgi-bin/tutorial.cgi

In the error log, I get a message saying:

Runtime error: Missing special page: ../special_pages/missing

As the Foundation catalog works fine, I tried copying the special_pages
directory from there. This gives a different error message when I try
accessing the page:

Sorry, the page (../special_pages/catalog) was not found.

If I try the url http://<host>/~kevin/cgi-bin/tutorial.cgi/index.html,
I get the page I'm looking for. 

If I copy pages/index.html to special_pages/catalog.html, I also get the
correct page (from the original URL.) It looks as though tutorial.cgi is
defaulting to catalog.html rather than index.html, and freaking out when
it doesn't find it. I can't figure out what I've done wrong, though. Can
somebody point me in the right direction?
