I don't think that field is in the Admin tool's item editor by default.  If
go to any item and click on the little link that says 'Item editor' (it's
next to the item's sku) you can edit what columns will show up when you
actually click on an item to modify (or when adding new items).

You will want to add --in this case, inactive -- to the right hand list
under 'Fields to edit'.  It's position on the list will determin it's
position on the page.

You will then probably want to click on the 'meta' link next to the newly
added inactive field to change is behaivour to a select box with Y/N(Yes=1)
under 'Widget type'.
