[ic] Locale question

Hello all,

I have two domains. On each of them installed Interchange. When I
changed locale.txt on one domain, settings changed on another. I
return file to previous state, apply changes but nothing happens -
still wrong locale settings on site where I have not change anything?

More detail description of problem - after decimal point only zeros
and months displayed in wrong coding.

Where I must check settings?
