[ic] theme.cfg change no effect

You are probably changing the wrong theme.cfg:
www.yoursite/catalog/yournewcatalog/foundation/templates/theme.cfg

ex: /home/catalogs/how-2-do-computers/foundation/templates/theme.cfg
make changes then restart IC
