The keyring must reside in the users directory that IC is running as, such as interch if you left it as the default.  If that is not possible, then there is a GPG home variable that you can define prior to starting up IC so that when IC creates a gpg process, it will know where to find the keyring...  Somthing like:

GNUPGHOME=/ibin/interchange/.gnupg; export GNUPGHOME
