[ic] Setting up new payment methods

Can someone give me a short schpeel(spl?) to a newbie
on how to set up some new payment methods?  I want
only 2 (new) selections 1) PayPal or 2) Money
Order/Check.

I understand how to set up he actual checkout pages
for each(thanks to the PayPal doc), but I am unsure
how to modify the payment variables (I can't seem to
find where they are initiated) so I can create the new
ones and set them "on".  I see the
CREDIT_CARDS_ACCEPTED Payment lines in the
products/variable.txt file, but how the
page/ord/checkout.html file actually knows the
CREDIT_CARDS_ACCEPTED variabe exists and is "on" is
what I can not seem to find.  Of course I can not
select a new method in the Admin UI if it doesn't
exist! (And on my development machine for some reason
it's not letting me save new settings anyway.)  I've
tried finding the cofig/file with grep -r
"CREDIT_CARD_ACCEPTED" to no avail.
