It's off-topic, but I feel compelled to tell you: I hosted with C I Host 
for about 6 months one time in my darker past, and it was absolutely the 
worst hosting experience I ever had - chronic downtime and the most 
incompetent service and support imaginable. I ran away screaming and never 
looked back. I sincerely hope for your sake that they have cleaned up their 
act.

Is apache using suexec? Try disabling it and restarting apache. Also, pay
