[ic] Help needed with shipping.asc file on IC 4.8.3

The redhat (interchange.redhat.com, I think) has downloadable
documentation.  shipping.asc is described in Interchange Databases.
It wasn't easy reading (for me).  The sample foundation homepage has a
shipping.asc that works.
