I had the HTML encode problem in Hebrew too.
I post some diffs to the interchange-i18n@ic.redhat.com list for
ic-4.8.1
that solve the problem for me.
I'm not a perl specialist so you should check it out before you use
them.
If you need the diffs for ic-4.8.3 I can make them too.
