[ic] "Place Order" not working

Check your 4 log files.
catalogs/..../error.log
catalogs/..../logs/log
catalogs/..../logs/tracking.asc
catalogs/..../logs/usertrack

These should give a hint. If there is an error accessing or writing a log or
file,
Check file mode and ownership settings especially under
catalogs/..../products (where .... is your site directory).
In my case, tracking.asc had the wrong group assigned.
