That's not the point, John. It's nice of you to miss it.

It's for the protection of the merchant that is accepting credit cards.

A recent example is a kid stole a credit card number and went to a site
where he could download software in exchange for the credit card number. Had
he had to put in a billing address and had the merchant checked it during
the approval process the fraud would not have happened.
