Probably you would just edit the UPS ground method to look like the FREE 
shipping mode, though you could make the description be: UPS Ground (Free). 
If you think you might want to charge for ground shipping in the future, 
you may want to create a separate "free ground shipping" mode instead of 
editing the existing UPS ground mode.

In either case, you'll want to replace GNDRES with your free mode in the 
shipmodes column of the US record in the country table, and also make it 
the DEFAULT_SHIP_MODE if you want your customers to get free ground service 
by default.
