Yes, I agree with you.

However, Canada is billing FedEx and FedEx is billing me. I've gone around
with FedEx several times on it and I've gotten nowhere. FedEx tells me that
they have no way of determining those costs ahead of time.

Probably so, but we are already having to fill out a bunch of excess forms
to get the stuff shipped, and that would require completeing more forms.
