[ic] CSS not resolved afterall...

I feel like I'm packing in a bit of junkmail into a lot of people's inboxes
with this minor issue.... can anyone recommend a good book for a beginner?

I think I understand how to change the theme.cfg, and create a new variable
for a component - but the problem remains. I can't figure out how to access
the code for the "components" in order to point it to my new theme.cfg !
(Using the online editing templates...)

In this case it's the "Specials" background color I would like to change:
