[ic] Location of Interchange FAQ page (was "problem at server start")

Hi,

a mailing list is not a FAQ, because F is for frequently, which means more than one person asked this question. Not all questions are asked from more than one person.
Now I don't want to hear anything anymore about it. This is my thread anyway.
