[ic] Newbie, how to make FREE shipping default initial selection?

At this point I would be happy just zeroing out UPS Ground commercial.
Right now is always comes up as
UPS Ground Commercial  ($6.25)
in the pulldown menu for the checkout.
I want it to be:
UPS Ground Commercial ($0.00)
And not add anything to the total price.
How would I do that?
I've tried messing around with Ground.csv and even completely removing it
and restarting interchage, but nothing changes.
Please help.

I've spent hours pouring over the (few) docs, and the extensive mailing
list archives, but haven't quite found the answer.
I want the usual shipping options to still show up in the pull down (UPS
ground, 2 day, 1 day), but I also want FREE to show up as well, And on
top of that, make that the default selection for anyone in the US.
When I login as a customer and go to SUPPORT, Account Maintenance, the
pull down list all four choices, but has the default as UPS Ground, even
though I set the shipping default to FREE in the config.  At least from
that page I can select FREE as an option, however:
As soon as I go to make a purchase and click check out, the list that
shows up for checkout.html page only lists the three choices (not FREE),
what happened to the selection I had made before?
The second problem is if a user doesn't want to login, then I want the
default shipping option to be FREE shipping, but that is empty unless
you put in an address and then hit recalculate, or if you don't do that,
then there is no shipping calculation (kind of what I want, but a bit
kludgy way for it to work out).
It seems as though these should be easy to address, but I've played
around with catalog.cfg, products/country.txt products/shipping.asc
pages/ord/checkout.html all to no avail.
Keep in mind I'm a systems person, not a programmer. What can I do to
address these two issues? There's zero budget for any consulting.

I'm running Interchange 4.8.3-1 not using any SQL db's, just the
included files. I used the foundation demo as the template (with none
for products/tools/etc).
