[ic] Fedex shipping under one pound?????

This issue is a little old, but I never saw a satisfactory resolution posted.

I simply added a third line in my shipping.asc for each of the shipping 
methods I was using that "rounds" the weight of the item to 1lb.
As Fedex doesn't support weights > 1lb, these should probably be added to 
the CVS copy of shipping.asc.
