[ic] usertag directory on hosted server

You can easily add catalog usertags to your catalog with the
include directive in catalog.cfg, e.g.
include example.tag
or
include usertag/example.tag
or
include usertag/*.tag

For global usertags you need write permissions for the 
installation directory.
