FYI, during the development cycle of a given usertag, I prefer to use a 
[perl] or [perl global=1] block and just emulate the parameters so that I 
don't have to [reconfig] the catalog after each change.  When the usertag 
is more or less complete, then I put it in a .tag and setup the parameters, 
etc.
