[ic] Configuring Apache for SSL with Interchange

I'm trying to configure Apache for SSL (mod_ssl) to work with
Interchange.  Everything works as expected when I access IC from a
browser on the server.  However, any attempt to interact with Apache
from an external browser over the web in a secure session (i.e.
checkout) leads to a "connection refused" message in Netscape or a "the
page cannot be displayed" message in IE.  Any suggestions as to what is
wrong and how to fix it? Working configuration examples from the
httpd.conf file would probably be the most useful.
