[ic] [if] [and] [or] not working properly

I have the following code:

[if explicit city][or value state]
 <tr><td align=right width=30%>[if value
city]City[/if][if explicit city][and value
state],&nbsp;[/if][if value state]State[/if]</td><td
colspan=2>[if value city][value city][/if][if explicit
city][and value state],&nbsp;[/if][if value
state][value state][/if]</td></tr>
[/if]

I have also tried initally with [if value ...] instead
of [if explicit ...]

I noticed in the Docs it says that the [if] is LIMITED
in usage with [and] and [or].

Is there a different way to write the above code, or
do I simply have some sort of syntax error that I am
not aware of.
