[ic] 4.8.6 doesn't work without root

I installed 4.8.6 on my user account without root privilege using instructions 
on the web site and I am having constant problems. The paths to the /perl5 
directory in exec. scripts are incorrect as I discovered. Are there any other 
things I should do when installing without root?

Latest glitch is that makecat keeps looking for configure script and will not 
run.

This is what happened before:

I had been working with interchange for a while without any major problems.
For various reasons I had to do a clean install using version 4.8.6. My
previous version of interchange was upgraded to 4.8.6 without a hassle but
the clean install doesn't work.
When running makecat I got:

Can't locate Vend/MakeCat.pm in @INC (@INC contains: /home/george/interchange
/home/george/interchange/lib /usr/lib/perl5/5.6.1/i386-linux
/usr/lib/perl5/5.6.1 /usr/lib/perl5/site_perl/5.6.1/i386-linux
/usr/lib/perl5/site_perl/5.6.1 /usr/lib/perl5/site_perl/5.6.0/i386-linux
/usr/lib/perl5/site_perl/5.6.0 /usr/lib/perl5/site_perl
/usr/lib/perl5/vendor_perl/5.6.1/i386-linux /usr/lib/perl5/vendor_perl/5.6.1
/usr/lib/perl5/vendor_perl .) at bin/makecat line 38.
BEGIN failed--compilation aborted at bin/makecat line 38.

I managed to get rid of this by editing makecat and adding the correct path
 to the perl5 directory. But when I try to run interchange I get this:

I am trying to run interchange on unprivileged account and when building it I
used customized makefile pointing to my home directory.
