You can put SocketPerms 660 in interchange.cfg for it to be permanent, or 
use SocketPerms=... on the command line.  666 isn't recommended except for 
quick debugging.  "vlink" is the name of the file that goes in cgi-bin and 
stands between Apache and Interchange.
