No.

>From etc/log_transaction:

[if variable DECREMENT_INVENTORY]Inventory of [item-code] now:

[/if]

So, in the UI, if you go to Preferences >> Order and select
DECREMENT_INVENTORY and set it to 0 that will stop the downdate of stock.
