To answer my own question:
It is both a database problem and an Interchange issue. I was upgrading
from 4.8.5->4.8.6 on my test server. That imported datafile are from
4.8.5. The orderline.txt file uses a 'date' format in the update_date
field, but the format in dbconf/pgsql/orderline.pgsql call for
'timestamp'. Similar problem with transactions. Which _should_ be OK
except the previous version of postgresql/interchange was _not_ writing
the timestamp in 'proper' timestamp format according to
PostgreSQL-7.2.2.

I'm still getting DBD errors (Can't locate DBI object method "do" via
package "DBD::Pg::db" at /usr/lib/interchange/lib/Vend/Table/DBI.pm line
1174.--error.log listing) that are related to the new perl 5.8.
Multi-threaded sounds nice, but it is not ready for heavy lifting yet.

In short, Interchange 4.8.5 and 4.8.6 don't play well with RedHat 8.0.
